The Office of Administrative Hearings is responsible for conducting hearings and issuing decisions on the following types of cases, including, without limitation:
- Zoning and development cases
- Development plans and Planned Unit Developments (PUDs)
- Code Enforcement cases
The mission of the Office of Administrative Hearings is to ensure that all the matters that come to us for hearings are resolved in an expeditious, fair and transparent manner; and that the rights and views of all participants are considered and respected. The Administrative Law Judges are appointed by the County Executive and confirmed by the County Council.
The Office does not give legal advice or recommendations regarding any of the matters that come before it.

INCLEMENT WEATHER POLICY
The Office of Administrative Hearings follows the inclement weather policy of Baltimore County Government offices. If offices are:
- Closed—All hearings will be rescheduled.
- Open at 10 a.m.—All cases scheduled to start at 10 a.m. will start on time.
- Open at 11 a.m. or later—Cases scheduled for 10 a.m. will begin at 11 a.m. and the cases scheduled for 11 a.m. will begin at noon, and so forth. Afternoon cases beginning at 1:30 p.m. may or may not be affected by the late opening.
Important Note: Any delayed opening for a Code Enforcement case is covered under the Department of Permits, Approvals and Inspections' inclement weather policy.
