Baltimore County’s real property tax rates have not increased in almost a quarter of a century. Instead, sound financial management and foresight allowed the County to lower the property tax rate four times from 1991 to 2006 and that rate remains in effect today. All tax rates in Baltimore County are established by the County Council prior to the beginning of the fiscal year.
DIRECTOR'S RESPONSIBILITIES AND REPORTING DIVISIONS
The Director of Budget and Finance is responsible for the formulation of the budget under the supervision of the County Administrative Officer and is responsible for the administration of the financial affairs of the County. In addition, the office is responsible for the study of the organization, methods and procedures of each office, board, commission, institution and agency of the County government.
Also included among the responsibilities of the Director of Budget and Finance is the oversight of:
- 911 Communications Center
- Accounting
- Insurance Administration
- Investment and Debt Management
- Payroll
- Property Management
- Purchasing
- Retirement
- Taxpayer Services
- Vehicle Operations and Maintenance
