Baltimore County Announces Grant Opportunities, Public Input Meeting on Community Development
Public Hearing on December 9
Baltimore County invites non-profit organizations, government agencies and the general public to a meeting to discuss upcoming funding opportunities and spending priorities for community development programs. A public hearing will be led by the Department of Planning and will begin at 9:30 a.m. on Monday, December 9, 2019, in the Towson Room (ground level) of the Towson Public Library, 320 York Road, Towson, Maryland, 21204.
The focus of the public hearing will be the public service needs of low-income citizens in the areas of employment, child care, health, education, substance abuse and welfare; homeless service needs in preventing homelessness or assisting those currently homeless; and community development efforts, including housing efforts, that address the needs of low- to moderate-income citizens.
Following the public hearing the Department will hold a pre-bid conference at which it will provide detailed instructions on the following Requests for Proposal (RFP): Capital; Homeless Services; and Public Services.
Citizen Engagement
The County is interested in engaging citizens in the determination of existing and emerging needs over the next year as it seeks to utilize funds provided to the County by the U.S. Department of Housing and Urban Development (HUD). State funds and county funds are also dedicated to community development needs.
In addition, the County is initiating its development of a five-year Consolidated Plan that will discuss community development needs, priorities and strategies to be considered in county fiscal year 2021 through county fiscal year 2025. In the months ahead. the Consolidated Plan process will offer additional opportunities for public comment and engagement.
County staff will also invite interested citizens to learn about and consider joining the Homeless Roundtable, the County's advisory group that helps guide policy on homelessness. Through the Baltimore County Continuum of Care, roundtable members participate in the determination of local funding decisions and assist in the development of performance standards and the evaluation of federally-funded homeless program outcomes.
The grant funding opportunities are targeted to:
- Homeless Services-projects that prevent homelessness or assist those who are currently homeless.
- Public Services-projects that address the needs of low-income citizens in the areas of employment, crime prevention, child care, health and welfare, education, substance abuse, energy conservation or recreational needs.
- Capital Projects-projects involving a physical improvement or modification that serve the needs of individuals with disabilities; and projects that meet a general community development need.
Generally, one-year grants will range in size from $15,000 to $200,000. Applications are due by 2 p.m. on Tuesday, January 28, 2020. To learn more, visit the Grants Administration page.
