Olszewski Announces Grocery Outlet Bargain Market to Open in Milford Mill
This innovative community project will include the partial demolition and renovation of a vacant structure at the Milford Mill Shopping Center on Liberty Road and Milford Mill Road (3600 Milford Mill Rd.). It will be supported by $1,400,000 from the County’s Revolving Loan Fund and $600,000 in federal American Rescue Plan Act (ARPA) funding.

Founded in 1946, Grocery Outlet is a high-growth, retailer of quality, name-brand consumables and fresh products and offers fresh produce, meat, deli, dairy and more. Its flexible buying model allows the company to offer quality, name-brand opportunistic products at prices generally 40 percent to 70 percent below those of conventional retailers, providing a reasonable priced grocery option for residents. Grocery Outlet currently operates locations in California, Idaho, Maryland, New Jersey, Nevada, Oregon, Pennsylvania, and Washington.
Through a unique model, each Grocery Outlet location is run by independent operators based in the communities they serve. Grocery Outlet will be seeking local entrepreneurial independent operators to run the Baltimore County location and will provide more information in the near future.

The planned redevelopment at the Milford Mill Shopping Center, which is envisioned to include new utilities, new signage, new landscaping, redesigned entrances to the property and the removal of old pavement, will not only serve as a much-needed grocery addition to the area, but will also enhance the gateway through picturesque streetscaping and reimagined pathways for pedestrians.

The $2 million from the County announced today will be critical to fund key elements of this redevelopment and amenities on-site that will be an asset to the community for years to come.
“I have worked alongside the County Executive on efforts to bring a new grocery store to the Liberty Road corridor and could not be more excited about this new shopping option for residents,” said Baltimore County Council Chairman Julian Jones. “Grocery Outlet is sure to be a beloved community asset for years to come.”
“I am really pleased that together, working with County Executive Johnny Olszewski, that we were able to attract a quality grocer like Grocery Outlet to enhance a prominent corner along the Liberty Road commercial corridor,” said Baltimore County Councilman Izzy Patoka. “Families that live in the neighborhoods along Liberty Road and beyond are eager and excited about having a new shopping venue that provides fresh fruit, groceries and more to the area.”

The Milford Mill Grocery Outlet location is set to open in the spring of 2024 and will create up to 40 new jobs across the region.
