Small Business Resource Center Announces 2019 Small Business Award Winner
Monique Reid, Founder of Express Way Medical Laboratories and Angel Hands Healthcare Services, Receives the Award
The Baltimore County Small Business Resource Center has announced Monique Reid, founder of Express Way Medical Laboratories and Angel Hands Healthcare Services, as the winner of the 2019 Small Business Award. Her businesses provide mobile blood draws, IV Infusions, Drug and Alcohol Testing, and DNA Testing. In addition, she also offers Phlebotomy Workshops for Healthcare Professionals and Healthcare businesses.

Our entrepreneurs are a wonderful asset to our communities in Baltimore County and I’m grateful to people like Monique for their vision and hard work,” said County Executive Johnny Olszewski. “Our Small Business Resource Center was created to assist people like Monique as they reach for their dreams.”
The Baltimore County Small Business Resource Center (SBRC), a cooperative effort between the Baltimore County Chamber of Commerce and the Baltimore County Department of Economic Development, helps establish, grow, and improve County businesses. SBRC offers free counseling services that have served more than 6,000 clients and facilitated the start-up of more than 700 businesses.
“I saw the need for a critical service in our community, and I knew that I could serve that need while also building a successful business in Baltimore County,” Ms. Reid said. “The Small Business Resource Center helped me to turn that vision into a reality.”
Ms. Reid first visited Leonard Lee of the Small Business Resource Center in summer 2015 as a start-up mobile phlebotomy concierge service. With guidance and support from the SBRC, in spring 2019, Express Way Medical Laboratories opened the first physical location in Towson. Ms. Reid credits Mr. Lee and the Small Business Resource Center as some of her biggest supporters during her entrepreneurial journey, providing counseling and connecting her to different funding sources.
The SBRC Small Business Awards were introduced to recognize the exceptional work and community impact of Baltimore County small businesses and their founding entrepreneurs.
