Housing and Community Development
The Department of Housing and Community Development (DHCD) is seeking public comments on the Draft 2025 to 2029 Analysis of Impediments (AI) to Fair Housing Choice Plan. Baltimore County is one of six participating jurisdictions contributing to this regional effort to identify and address fair housing barriers.
We invite all County residents and stakeholders to provide input and written comments. Written comments can be emailed to housing@baltometro.org. The public comment period will close on February 28. Register for the virtual hearing on February 18 at 6 p.m. Learn more on the Baltimore Metropolitan Council website.

Take our surveys
We are gathering input to shape the 2025 to 2029 Consolidated Plan, which will guide the County's efforts in affordable housing and community development. We are seeking feedback from both residents and stakeholders. Both surveys are crucial to creating a comprehensive plan that addresses the needs of the County's residents.
- The Community Needs Survey, available in both English and Spanish, invites residents to share their thoughts on the most pressing community development and housing needs.
- The Stakeholder Survey is for individuals and organizations that work with and support low- and moderate-income communities.
