YOUR COUNTY EXECUTIVE
John “Johnny O” Olszewski, Jr. is a lifelong Baltimore County resident who believes in the power of public service and in giving back to the communities that have done so much for him. A former public-school teacher and member of the Maryland House of Delegates, Olszewski was elected as the 14th Baltimore County Executive in 2018 and re-elected in 2022.
In the legislature, Olszewski served as the Chairman of the Baltimore County House Delegation and was the youngest person ever elected to that position. In that capacity, he helped lead unprecedented progress for the County in areas such as economic development and school board reform. As a staunch advocate of working families, Olszewski led the charge on providing earned sick leave and raising the minimum wage. He also made a critical vote to secure marriage equality in the State of Maryland.
Since taking office as County Executive, Olszewski has led the charge for a better Baltimore County. Under his leadership, Baltimore County has:
- Committed record funding in support of public education, including a more than $3 billion investment in school construction and providing near-universal, free community college for County residents in 2023. These efforts have been complemented by historic investments in teacher salaries and school support staff that have made Baltimore County’s educators among the highest-paid in Maryland.
- Made open, transparent and accountable government a signature of his administration, proposed the County’s first public campaign finance system, created Baltimore County’s first Office of the Inspector General and launched a signature series of annual budget town hall meetings in every County Council district.
- Led the charge to enact bipartisan police reform.
- Established the County’s first dedicated Department of Housing and Community Development.
- Retained Baltimore County’s AAA bond rating.
- Launched the Towson Loop—the County’s first free fixed-route public transportation service.
- Made record investments in public parks and open space across Baltimore County.
Olszewski was able to continue to deliver on key priorities for residents, while simultaneously leading a widely-praised public health response to the COVID-19 pandemic. In the aftermath of the Francis Scott Key bridge collapse, he ensured that residents and small businesses impacted by the disaster could access local, state and federal support systems to keep their families and futures secure.
Olszewski also currently serves as the President of the Maryland Association of Counties, a nonpartisan organization which promotes effective governance and collaboration. He is a graduate of Sparrows Point High School, holds a bachelor’s degree from Goucher College, a master’s degree from George Washington University and a PhD from the University of Maryland Baltimore County.
Olszewski lives in Eastern Baltimore County with his wife, Marisa and his daughter, Daria.
