Baltimore County Government is committed to helping residents in need access technology equally. There are several affordable solutions that are available via County partnerships that subsidize cost for those most in need. Baltimore County’s goal is to make technology available to everyone regardless of economic status. We plan to facilitate public and private investment in the community, forging partnerships with carriers, private entities, and nonprofits to provide free broadband services and affordable devices for low-income households.
Broadband
Many residents do not have the ability to afford the monthly costs of broadband service. There are several affordable solutions that are available via County partnerships that subsidize cost for those most in need. We plan to facilitate public and private investment in the community, forging partnerships with carriers and private entities to provide free broadband services for low-income households.
FREE WI-FI LOCATIONS

COMCAST INTERNET ESSENTIALS
Comcast offers low-cost, high-speed and reliable Internet at home for low-income households.
- Comcast Internet Essentials—50/5 Mbps for $9.95 monthly
- Internet Essentials Plus—100/10 Mbps for $29.95 monthly
This service is generally available if you qualify for programs like the National School Lunch Program, SNAP, housing assistance, Medicaid and others. View a list of all qualifying programs.
PCS FOR PEOPLE PROGRAM
Since 2023, Baltimore County Government has partnered with PCs for People to recycle all qualified computers, a vital initiative for residents in need. This partnership ensures that residents who qualify for programs such as the National School Lunch Program, SNAP, housing assistance, Medicaid and others can obtain a computer. Access to affordable technology is crucial for educational opportunities, job searches and connecting with essential services.
ELIGIBLibility FOR AFFORDABLE TECHNOLOGY
County residents that are interested may check their eligibility for participation in the PCs for People affordable technology program. Note: By following the external link to check eligibility, the County receives a report from PCs for People that includes the total number of computers purchased in the County, average income, average household size and your ethnicity (“aggregate data”). This aggregate data is used to calculate environmental impact and identify areas of greatest need within the community.
