HOMELESS SERVICES, PUBLIC SERVICES AND CAPITAL PROJECT FISCAL YEAR 2025 GRANT PROPOSALS
Baltimore County announces grant opportunities for FY 2025 funding. Nonprofit and government organizations serving County citizens are eligible to apply for grant monies in three areas:
- Homeless Services Projects—Projects preventing homelessness or assisting those currently homeless
- Public Services Projects—Projects that address needs of low-income citizens in the area of employment, crime prevention, child care, health and welfare, drug abuse, education, energy conservation, or recreational needs
- Capital Projects—Projects that serve people with disabilities or meet general community development needs
Generally, grants range in size from $15,000 to $200,000 annually. The County encourages proposals from both new organizations and those who have previously received grant funds.

The links below allow applicants to download the necessary grant proposal documents for Fiscal Year 2025 funding made available through federal, state and County funds. The largest source of funds is derived from the federal Community Development Block Grant (CDBG) program. The Department of Housing and Community Development uses the CDBG guidelines to shape its proposals and the use of grant funds. Additional funding comes from the federal Emergency Solutions Grant, the State of Maryland and County General Funds.
HOUSING STABILITY SERVICES GRANT

Baltimore County issued a Request For Proposals for Housing Stability Services. Nonprofit and government organizations serving County citizens were encouraged to apply for funding to provide housing stability services (including housing navigation, case management, housing retention, credit repair, etc.) in an effort to maintain housing stability and assist County citizens to remain stably housed. Baltimore County received $2.6 million federal grant dollars for this initiative which was distributed to selected vendors which prequalified to serve as contractors. Other funding sources may be added to this RFP in the future and the prequalified vendors would be eligible for the additional funding.
