Submit to Work on a Project
The Professional Services Evaluation Committee (PSEC) reviews and selects consultants for contracted work. The PSEC periodically advertises projects to be assigned on the County's website as well as via E-Maryland Marketplace Advantage.
PREQUALIFIED CONSULTANTS
Prequalifications are no longer required to submit expressions of interest to work on County architecture and engineering projects.
ABOUT THE PROCESS
The entire process from advertisement to start of design is approximately eight months to a year, depending upon workload.
Firms that wish to be considered for selection must submit a separate standard form SF255 Architect-Engineer and Related Services Questionnaire for Specific Project (which requires original signatures) in response to each project, as advertised. Where the word "federal" or "government" is used on the form, it shall be construed to mean "County."
Respond to current solicitations via email to dpwtpsec@baltimorecountymd.gov by the time and date identified in the advertisement. No exceptions will be made. Hard copies are no longer accepted.
Important Notice: Late submittals will be considered nonresponsive and will not be evaluated or considered.
FOR SUB-CONSULTANTS
All sub-consultant's specialties must be clearly stated in the SF255 form, block six. Projects of subconsultants are not to be included in item eight unless otherwise noted.
FOR JOINT VENTURES
All firms within a joint venture must be declared.
An evaluation committee is formed for each solicitation by the Chief of Design from the Department Public Works and Transportation (DPWT). The committee is chaired by a County employee with an active professional license in engineering, architecture, landscape architecture or surveying, as applicable. The committee consists of at least three individuals and includes a representative from DPWT and a representative from the agency requesting Professional Services.
The evaluation criteria and scoring matrix is now a part of the request for qualifications and can be found within each solicitation. The evaluation committee scores and evaluates the proposals using only the evaluation criteria in the solicitation. The Procurement Officer compiles the scores and ranks them in order of most highly qualified to perform the required project and Professional Services.
The Procurement Officer will make a recommendation for award to a Licensed Professional Engineer in DPWT Senior Management.
All firms submitting are notified of the selections.
The Chief of Design will then proceed along with the Procurement Officer to negotiate a fee for the project, which will be sent to County Council.
Debriefings may be scheduled by special appointment, as time permits, by calling the Chief of Design at 410-887-3788.
MINORITY AND WOMEN'S BUSINESS ENTERPRISES REQUIREMENTS
It is the County's policy that minority business enterprises and women-owned businesses shall have the maximum opportunity to participate in performance of contracts financed in whole or part by County funds for all projects. Twenty percent any combination for minority persons—defined as an individual who is African American, Hispanic American, Asian American, American Indian or disabled—or for women exclusively, regardless of race or ethnicity, pursuant to the County's Minority and Women's Business Enterprise Program.
CERTIFICATION
Minority and women business firms must be certified to be counted toward the goal. They may be certified by either:
- The Maryland Department of Transportation (MDOT) minority business certification program
- Baltimore City's minority business certification program
